Highland Rivers Health receives three-year accreditation from CARF International
DALTON, Georgia – September 7, 2021 – Highland Rivers Community Service Board, d.b.a. Highland Rivers Health, has received a three-year accreditation from the Commission on Accreditation of Rehabilitation Facilities (CARF) International. The three-year accreditation is the highest level of accreditation CARF awards.
The new accreditation is in effect through 2023 and applies retroactively from 2020. The accreditation had been scheduled to take place last year but was delayed due to the pandemic. Highland Rivers’ previous accreditation, in 2017, remained in effect in the interim.
“This accreditation, more than anything, is an acknowledgement of the commitment of the Highland Rivers Health staff, the more than 650 people who work every day of the year to make a difference in the lives of individuals, families and our communities,” said Melanie Dallas, CEO of Highland Rivers. “I am very proud of this organization and our staff – and proud to have our communities know Highland Rivers continues to provide compassionate care and high-quality behavioral health services.”
The accreditation process included a review of more than 230 key operational areas across 26 agency service lines by a team of seven CARF surveyors. The three-day survey – conducted virtually this year due to the pandemic – took place in May and included a comprehensive review of agency policies, procedures and program plans.
Surveyors also examined outcome data, service documentation and HIPPA compliance, and conducted interviews with agency staff, board members and individuals receiving services from Highland Rivers Health.
According to the report, Highland Rivers Health is a respected service provider that embraces the CARF standards to provide a quality experience for the persons served, family members, and other stakeholders. The report goes on to state that the agency’s commitment to continuous quality improvement drives its goal to provide much-needed services and supports in the community, and that agency leaders are recognized as leaders in the field.
Highland Rivers Health has been accredited by CARF since 2003.

Cobb County CSB's Listen and Learn with Smyrna Police and Smyrna Fire
The youth at Cobb County CSB's George W. Hartmann Center, a therapeutic, structured residential treatment program for adolescents who have substance use challenges and/or co-occurring mental health disorders, were treated to a listen-and-learn question and answer event with Smyrna Police and Smyrna Fire last month. In an interactive format, the youth were able to ask candid questions and learn more about public safety jobs and the steps needed to have a career in public safety. Over the past year, as the impacts of the pandemic accumulated, I wrote several columns about how children might be particularly vulnerable to emotional and mental health problems. The disruption of a sense of normalcy, feelings of isolation and loss, and for many families, grief, all increased the potential for mental health challenges among children and adolescents. Studies have found millions of young people did – and continue to – experience such challenges. It’s been a rough year on so many levels.

MENTAL HEALTH COURT OFFERS HOPE

On April 29, 2021, Cobb County Community Services Board’s (CCCSB) celebrated the graduation of three participants in the Mental Health Court as it said goodbye to the Court’s judge.
Mental Health Court is one of the Accountability Courts offered in Cobb Superior Court and began under the direction of Honorable Judge Mary Staley Clark in April of 2013. The Mental Health Court is an approximately 24-month program, providing therapeutic services through the CCCSB Specialty Services Department, led by Lauren Baird, and assisting in long-term stability for an individual. The goal of the court is for the criminal justice system to work by providing help and resources to reduce the cost associated with incarceration and to set an individual on a path to achieving his or her desired quality of life.
April was Judge Staley Clark’s final graduation as the presiding judge of this court, as she is taking over Cobb County Drug Treatment Court. On behalf of the entire CCCSB staff, we wish Judge Staley-Clark well and appreciate her years of service and partnership with our agency. We are thrilled to have the Honorable Judge Ann B. Harris as our presiding Mental Health Court judge starting in May.
