The Georgia Association of Community Service Boards, Inc. (GACSB) was established in 1994 for the following purposes:

  • To lead in the development and operation of public disability services (mental health, developmental disabilities and addictive diseases [MHDDAD]) which are community-based and comprehensive in range; involve consumers and their families in their design and governance; and are provided in a cost-effective manner in the least restrictive setting;
  • To advocate, initiate, and support actions designed to improve disability services in Georgia;
  • For sharing and exchange of information and ideas related to service delivery;
  • To develop resources and solutions to problems; and To speak singularly in matters mutually involving and concerning community service boards (CSBs) in the State of Georgia.


Our vision is to achieve healthy communities which assure the highest potential quality of life for consumers of mental health, developmental disabilities, and addictive diseases services.

Welcomes a Century of Experience

The Georgia Association of Community Service Boards (GACSB) is pleased to announce the organization’s FY2018-FY2019 board of officers: President David Kidd, Vice President Judge Joe Bishop, Secretary Dr. Thomas Ford and Treasurer Charles Williamson. These individuals will be at the helm of GACSB’s mission to promote the exchange of information, represent members on legislative matters and advocate for the highest quality of life for consumers of mental health, developmental disabilities and addictive diseases services.

Residing in Oglethorpe County, David Kidd has been an active Chairman of the Advantage Behavioral Health System Governing Board for 2 years.  He is a graduate of the University of Georgia, and resides in Oglethorpe with his wife Jane V. Kidd.  Together, the Kidds have two children and three grandchildren.  David Kidd has over 30 years of volunteer experience with a number of mental health and addictive disease service agencies.

Judge Joe Bishop’s Circuit serves Terrell, Randolph, Clay, Quitman, Miller, Seminole and Early Counties.  He was appointed on May 16, 1991 by Governor Zell Miller, and has served as a Superior Court Judge for 26 years.  Prior to his appointment, he practiced law for 10 years in Dawson, Georgia, and was the Juvenile Court Judge for Terrell County. Bishop served Darton State college as an adjunct professor, teaching Business Law and Criminal Law. He received his B.F.A degree from Valdosta State University with honors in Speech Communication and his J.D. from the University Of Georgia School Of Law.  Judge Bishop has been an active member of the Aspire Behavioral Health Governing Board for more than a year, as the elected official appointed by the Terrell County Board of Commissioners.

Dr. Thomas Ford, GACSB Secretary, has led Lookout Mountain Community Services as executive director for more than 15 years. In addition to his more than 20 years in behavioral healthcare leadership, he provided treatment and counseling for 20 years in a clinical setting. He is a board member of the National Council of Community Behavioral Healthcare and received his B.S. in Psychology from Valdosta State College, his Masters from Mississippi State University and his Ph.D. at the University of Texas at Austin.

Charles “Chuck” D. Williamson, GACSB Treasurer, is the CEO of Serenity Behavioral Health Systems.  Serenity is a Community Mental Health Center located in Augusta, Georgia.  Serenity offers behavioral health services including Psychiatry, Substance Abuse counseling, Developmental Disabilities services, Child & Adolescent and Crisis Stabilization services to the citizens of East Central Georgia.  Mr. Williamson has served as the CEO of Serenity for more than 10 years, beginning in 2004.

Prior to coming to Serenity, Mr. Williamson served as the CEO of a Federally Qualified Health Center in West Virginia.  He worked in that capacity at the Community Health Foundation at Man, West Virginia, for nine years.

Mr. Williamson served as President of the Greater Augusta Health Network beginning in 2009 until 2013.

Mr. Williamson has a Master’s Degree in Public Administration (MPA) from West Virginia University.  He also possesses a Bachelor’s Degree in Political Science from Marshall University.

Born and raised in Man, West Virginia, Mr. Williamson now resides in Evans, GA. with his wife Patty and youngest son.  His oldest son attends The University of South Carolina and is studying to be a physician.  In his time off, he loves to be active in his church music program at the Sanctuary Church in Evans, GA.
